The National Oceanography Centre (NOC) – Empowering Ocean Science and Policy with Cutting Edge Data, Vessels, and Autonomous Tech
Innovation at a Glance:
The UK’s National Oceanography Centre (NOC), with dual hubs in Southampton and Liverpool, stands as a global leader in marine science. By integrating long-term data stewardship, world-class research vessels, and advanced autonomous systems, NOC’s work underpins oceanographic discovery, coastal protection, policy influence, and sustainable marine innovation.
There are multiple fields of data collection in which NOC are global leaders, and whilst the quality and quantity of their data is internationally recognised, their presence also represents a major asset to the innovation aspirations of the Liverpool City Region, their historic homeland. From sea-level science to seabed stress modelling, NOC continues to shape the future of maritime understanding both locally and worldwide.
Harnessing Technology: for Data, Vessels & Autonomy
NOC manages pivotal national data infrastructures, which is key data for policy influencing, informing the right decision to be made about, for example major infrastructural projects – think offshore windfarms, floating or static, or the next generation of offshore small modular reactors and where to place them. These digital platforms can support research into dredging impacts, coastal erosion, and multi-hazard environmental risk and inform marine environmental policy via rich historical records, such as:
- BODC (British Oceanographic Data Centre) – a repository for UK and global oceanographic observations.
- BOSCORF – the UK’s core-sample archive for marine sediments.
- PSMSL – the Permanent Service for Mean Sea Level, the authoritative global tide gauge dataset.
Collaborative Innovation in Action:
Vessels & Commercialisation Arm
NOC also operates the Royal Research Ships RRS James Cook and RRS Discovery, both outfitted with cutting-edge sensor arrays, echo-sounders, and flexible labs to support oceanographic and climate science missions. Meanwhile, their commercialisation branch, ‘NOC Innovations’, bridges science and industry, developing technologies to ‘Technology Readiness Level’ (TRL) 3, then onboarding partners for commercial scale-up. Current successes include:
- Deepsea eDNA system: captures biodiversity DNA at depths up to 6,000 m.

- Autosub Long Range (ALR): long-duration AUV with 20-sensor arrays, ideal for seabed scanning and environmental modelling.
- Lab-on-a-Chip: miniaturised tool for onboard water-quality analysis.
- Mapping tech: including high-resolution bathymetric surveys and satellite-based intertidal mapping at 30m–500m resolutions.
- Software tools for renewables: the MARVE portal includes POLTIPS/POLPRED tide-prediction models and TAS for tidal resonance—crucial for offshore energy siting and design.
Real-World Impact:
- NOC’s data platforms (BODC, PSMSL) feed directly into UK marine policy and coastal management frameworks.
- RRS James Cook’s multi-month expeditions, such as WC and PAP observatories, which monitor the Abyssal Plain and deliver high-value time-series data for climate & ecological modelling National Oceanography Centre.
- Autonomous platforms such as ALR enhance abilities to assess seabed stress and benthic ecosystems—supporting scientific and environmental analysis for a variety of initiatives.
- Their lab-on-a-chip and eDNA systems enable rapid, at-sea environmental diagnostics—advancing real-time conservation and compliance.
Shaping the Future of Maritime:
NOC is a vital catalyst in the marine innovation ecosystem, particularly through its Catalyst Programme, the first of its kind dedicated to advancing ocean technology startups and emerging solutions. Open to participants across the UK, including those in the Liverpool City Region, the programme offers a unique opportunity for marine innovators to develop, refine, and scale their technologies.
